CDM

The Departmental Council of Mayotte is the regional authority of Mayotte. It was created in 2011 when the status of Mayotte changed from the Overseas Departmental Collectivity to the Overseas Department. The CDM is lead by a president elected for six years, the current is Soibahadine IBRAHIM RAMADNI (2015-2020). 

The CDM is competent in the following themes:

Solidarity

Definition and implementation of social action policy:
Child welfare
Maternal and child protection (PMI)
Help for people with disabilities
Help for the elderly
Social and professional integration (RSA)
Youth Aid Fund (FAJ)
Solidarity Housing Fund

Roads

Maintenance and investment of the departmental highways (article LO. 6161-9 of the CGCT: the construction, layout, maintenance and management of the highways classified as a national highway does not fall under the competence of the Departmental Council).

Economy

The Departmental Council votes the budget under the conditions provided for in articles LO. 6171-2 et seq. Of the CGCT (Article LO. 6161-8).
Coordination of aid for businesses: definition of a regional economic development, employment and training scheme

Culture

Departmental archives / Responsibility for the general inventory of cultural heritage

Living environment and sustainable development

Protection, management and opening to the public of sensitive natural areas, wooded or not
Participation in the elaboration of the national planning and sustainable development policy
Elaboration of a regional land use and development plan (SRADT)
Development of a rural equipment assistance program
Creation, equipment and management of commercial and fishing seaports

Education

Transfer of skills in 2014
– Colleges / high schools
construction, maintenance, equipment and operation
Recruitment and management of technicians, workers and service personnel (TOS)
Development of a vocational training development plan including a youth component (all of the youth training streams preparing for access to employment, with monitoring to ensure a balanced representation of women and men in these vocational training streams ), and an adult component (all vocational training actions aimed at promoting access, retention and return to employment). It also includes the provisional learning scheme as well as that of health facilities and that of social training.
